I think Canada was a bit over ambitious when it signed Kyoto. Especially as they proposed to lower emissions by 6% instead of 5%. Canada has such a vast amount of natural capital which it must make a larger effort to preserve from things like deforestation. However, this is pretty much the only green image that they can promote as they are a fairly high polluter and their emissions seem to be on the rise.
A very interesting topic and it will be interesting to see whether Canada can reduce emissions.
